Many characters make their first appearances after the time skip. The characters (in the order they were reintroduced) are: Jewelry Bonney, Brannew, Sakazuki, Bellamy, Jesus Burgess, Bastille, Sabo, Koala, the Gorosei, Urouge, Capone Bege, X Drake, Sengoku, Tsuru, Rob Lucci, Spandam, and Hattori. Someone named "Absa" is said to be behind the leaking of the fact that the Kid, Hawkins, and On Air Pirates have formed an alliance, which is also confirmed to be after one of the Yonko. It is later revealed that their target is Shanks. The Marine Headquarters in the New World is shown. Buggy is confirmed to have joined the Shichibukai during the time skip, having received a summons by bat during the Post-War Arc. His background with Roger and Shanks allows him to instill the fear needed to hold the position, and his crew of powerful escaped prisoners are kept in check. This was the same tactic used against Whitebeard during the war. A yet unnamed seventh Shichibukai is revealed to have been appointed. Donquixote Doflamingo is revealed to have Portgas D. Ace's former Devil Fruit, the Mera Mera no Mi. He used it as the prize at the Corrida Colosseum to lure in Luffy. Sabo is revealed to be alive and a member of the Revolutionary Army. He takes Luffy's place in the colosseum finals and fights as Lucy for the Mera Mera no Mi. He manages to win the fruit and subsequently eats it. He inherits Ace's will, becoming the new wielder of its flames. A new race, the dwarves, is introduced. As the number of sentient toys are victims of the Hobi Hobi no Mi, they are not strictly a new species. Although they appear to represent a large portion of the population they cannot be classified as an entirely new race, as their current physical state is transitory. Jesus Burgess has become the captain of Blackbeard's first ship, indicating Blackbeard now has more ships and individuals at his command. Bellamy is revealed to be alive and has visited Skypiea, having somehow retrieved the golden pillar that was offered to the Straw Hats. He acknowledges Luffy's strength and participates in the colosseum under "recommendation" of the Donquixote Pirates. His bounty has also been raised to F195,000,000. Doflamingo betrays Bellamy, finding him unfit to be among his men and a persistent annoyance. Having looked up to him and made it his dream to join the Donquixote Pirates, Bellamy loses all hope in Doflamingo and falls into despair. The strongest Cipher Pol, CP-AIGIS0, is introduced. They arrive on Dressrosa to clarify for the citizens that Doflamingo did not truly step down from the Shichibukai, nor abandon his role as King of Dressrosa, stating that the article from that days newspaper was in fact a mistake. After Doflamingo's defeat, CP-0 is returning to Dressrosa to capture the revolutionaries. Two new admirals are introduced to fill the gaps left by Akainu and Aokiji following their respective promotion and resignations, as part of a World Military Draft: Admiral Fujitora, a blind man named Issho, is dispatched to Dressrosa. Admiral Ryokugyu is mentioned. After confirming his alliance with the Straw Hat Pirates, Law has his title as Shichibukai revoked by Issho. The Donquixote Family and Nefertari Family are two of the twenty royal families that founded the World Government. The Donquixote Family were also the original royal family of Dressrosa before moving to Mariejois. Doflamingo is revealed to be a former Celestial Dragon who lost his status after his father gave up his claim as a dragon. His mother died from illness as a result of leaving the lavish lifestyle and living in squalor, and Doflamingo later killed his father in revenge, then attempted to bribe his way back into Mariejois, but failed. Doflamingo is shown to have Haoshoku Haki and his Devil Fruit, the Ito Ito no Mi, is named for the first time, and its powers are explained. Doflamingo's use of the former led to him meeting Vergo, Trebol, Pica and Diamante. Trebol gave him a gun and his Devil Fruit so he could exact revenge on his father and others, greatly pushing him down the path of evil. Doflamingo had a brother, Donquixote Rosinante, who, unlike him, was kind and against every wicked thing he did. He ran away after Doflamingo killed their father and met Sengoku, becoming an undercover Marine. He also gained the powers of the Nagi Nagi no Mi at some point and used them to infiltrate the Donquixote Pirates. Koala makes her debut in the present storyline and is revealed to be a member of the revolutionaries, along with Sabo and Hack. Usopp activates Kenbunshoku Haki for the first time during his second defeat of Sugar. Doflamingo is aware of the existence of a National Treasure located on Mariejois. Due to the sensitivity of this information, along with the fact the World Nobles branded the Donquixote Family as traitors, they attempted to have him killed. After failing to do so, they relented and instead decided to cooperate with Doflamingo, thus giving him the influence and power of a World Noble despite no longer being one himself. It is revealed that the Ope Ope no Mi is capable of granting a person eternal youth, though at the expense of the user's own. This power has led to it being referred to as the "Ultimate Devil Fruit". Trafalgar Law is revealed to have the "D." in his name and for some reason Doflamingo will kill Law if he found out. It is revealed that anybody that is a part of the Will of the D. is considered "an enemy of God". Tsuru has been chasing the Donquixote Pirates for years.
